Testing procedures for cargo hold bilge systems

UK P&I Club informed that significant insurance damage claims can be made if a bulk cargo is damaged, because of leakage of the bilge system into a loaded bulk cargo hold.

To reduce the chance of such cargo damage, operators are advised to inspect and test the cargo hold bilge system as part of the routine pre-loading checks of the cargo holds. More specifically:

• Inspection and testing of cargo hold bilge system non-return valves should be included in routine pre-loading checks of the holds. These non-return valves may not be seated tightly, because of the presence of previous cargo residue and scale around the valve seat. - Việc kiểm tra và thử các van một chiều của hệ thống "bilge" hầm hàng cần phải đưa vào danh mục kiểm tra thông thường công tác chuẩn bị nhận hàng. Những van một chiều này có thể không đóng hoàn toàn do tồn tại rác cặn của hàng tồn chuyến trước quanh vành "ngồi" (seat) của van. (xem hình)

• Hold bilge sounding pipes should be positively proven to be unobstructed and comparisons made between the documented maximum pipe height and actual measurement at the deck datum point. The full depth of the sounding pipes should be confirmed when sounding any cargo hold. - Ống đo két "bilge" phải được kiểm tra và đảm bảo là không có vật lạ làm tắc ống. Và phải so sánh giữa độ cao toàn ống chỉ ra trong bản vẽ với độ cao ống đo thực tế tại điểm đo sàn. Chiều cao toàn ống cần phải được xác nhận mỗi khi thực hiện đo tại bất cứ hầm nào.

Furthermore, maintenance and operational safeguards must be conducted in the hold bilge system:

• Bilge system valves and pipework should be periodically checked and maintained as part of the planned maintenance system. - Các van của hệ thống "bilge" và công việc đường ống cần phải được kiểm tra và bảo dưỡng định kỳ như là một phần trong PMS. 
• Rigorous procedures should be in place to prevent valves being left open when not in use. - Cần phải có quy trình nghiêm ngặt để phòng ngừa trường hợp bỏ quên van bị mở khi không sử dụng.
• Should a hold ingress alarm be activated, it should be thoroughly investigated, including checking all related systems and pumping of the bilges to observe for any discharge. - Nếu hệ thống báo động ngập nước hầm hàng kích hoạt, thì phải kiểm tra kỹ lưỡng, bao gồm kiểm tra các hệ thống liên quan và thực hiện bơm hút "bilge" để quan sát tất cả nước thải.

All the above have as a purpose to deal with the the risks of potential damaged cargo and the associated insurance claims.
